Founder, Justin Barnhart
Justin founded All State Strategies because he wants all Americans to have an equal playing field with the government, and not go broke doing it. Justin has numerous prior political experiences. One being the statewide grassroots director of the Ohio Rick Santorum for President race. Rick Santorum himself called Justin and his team’s effort, “a grassroots insurgent campaign against the big boys in Washington D.C. ” Barnhart also has familiarity with executing, leading, and working with others. He was the former Regional Associate for Central State University Extension, Leipsic Village Administrator, and a Sr. Legislative Aide in the Ohio House of Representatives.
Vice President Grants and Government, Tony Schroeder
Since joining All State Strategies, Tony has led the grant writing team specializing in REAP and many other types of grants that support farmers and rural small businesses, helping secure critical funding to advance rural economic development, efficiency, and sustainability. Since taking the helm Tony has secured tens of millions in grant dollars for All State clients.
Experienced municipal utility professional with 30 years specializing in water and wastewater operations. Demonstrated expertise in regulatory compliance, system operations, infrastructure improvements, budgeting, capital project planning, crew supervision, and building strong professional networks. Solid leadership in utility management, including oversight of operational processes and ensuring public health and environmental protection. During this time he worked with federal state and private grants.
In addition to his professional roles, Tony operates a family grain farm, giving him firsthand agricultural experience. This background enables him to deeply understand and relate to the needs and challenges of agricultural clients, enhancing his effectiveness in supporting small businesses and farmers.

Kristin Barnhart brings a distinctive blend of executive leadership, operational strategy, and educational innovation to her role as Director of Operations at All State Strategies. With decades of experience founding and leading charter schools and serving in district-level administration, Kristin has a deep understanding of how to design and implement systems that work—both in the classroom and in the boardroom. At All State Strategies, Kristin has led the transformation of the firm’s client-facing operations, streamlining and professionalizing the grant application process to maximize clarity, efficiency, and impact. Her work has directly contributed to the firm’s success in helping secure tens of millions of dollars in competitive grants for rural farms, small businesses, and community development initiatives. Known for her precision, follow-through, and collaborative spirit, Kristin plays a critical role in ensuring that projects move forward on time and at the highest level of quality. Her leadership continues to enhance the firm’s performance and reputation, bringing measurable value to both clients and partners alike.

Kaytlynn Schroeder
As Grant and Creative Coordinator, Kaytlynn Schroeder plays a critical dual role at All State Strategies. She serves as the final reviewer on every grant submission, ensuring precision and polish with her exceptional attention to detail. Over the past two years, her work has helped secure more than $20 million in funding for clients.
Kaytlynn also leads the design of creative materials for campaigns and grant applications—including social media graphics, flyers, and formatted documents—bringing clarity and visual impact to everything she produces.

A fast-rising talent in campaign strategy, Alex began his political journey as an intern on the Derek Merrin for Congress campaign, where his sharp instincts and natural leadership quickly distinguished him from his peers. Now a key contributor at All State Strategies, Alex plays an integral role in coordinating political operations, campaign planning, and strategic outreach.
